AI for microfinance and rural banks in Ghana

Loan officers spend evenings answering the same questions by voice note, and new staff take months to learn the product rules. AI can take a share of that work. With the Bank of Ghana watching closely, the question is which share; this page sets out the lines.

Rural banks are now community banks

Searching for rural banks? The name changed. In June 2026 the Bank of Ghana reclassified all 147 licensed rural banks as community banks under the Revised Microfinance Sector Framework, 2026, with rebranding due by December 2026. They run nearly 1,000 branches for more than eight million customers (Citi Newsroom, June 2026).

A rebrand year means new forms, letters and scripts, which is drafting AI does quickly. Microfinance companies and savings and loans firms now sit under the same cyber security framework.

Bank of Ghana rules that shape any AI set-up

From public reporting, checked October 2026. Confirm against the directives with your compliance officer.

Cyber and Information Security Directive, March 2026 Covers microfinance, savings and loans and fintechs; includes AI governance; keeps sensitive financial data under local control No account data in general AI tools hosted abroad. Start with staff tools on your manuals

Credit disclosure rules, 2017 How credit products and costs are disclosed Quote approved product sheets only, never calculated terms

Where the sources say it

The cyber directive's pillars, including AI governance and local control of sensitive data, were set out in March 2026 (Citi Newsroom). The AI directive was announced at the Ghana Association of Banks AGM in October 2026 (GNA). The Ghana Card guidance went up on the Bank of Ghana site on 8 January 2026 (Graphic).

Act 843 applies too: register with the Data Protection Commission, use data only for its purpose, and get prior written consent before marketing. Credit decisions stay with your credit committee; AI drafts, sorts and reminds, and does not approve, decline or chase a loan by itself.

Jobs to hand to AI first

  • A product rules assistant for staff"Can a trader with a six-month susu record take the 12-week product?" answered from your own manual, with the page reference.
  • Repayment reminder draftsPolite, factual messages within your collection policy, with the merchant MoMo or account details from the loan file. Staff approve the wording once.
  • Account opening checklistsWhat each customer type brings, including Ghanaians abroad, and what happens when a biometric check fails.
  • Complaint intakeEach complaint logged and acknowledged, with a reminder to the branch manager before the deadline.
  • Field visit notesA voice note after a visit becomes a tidy summary for the credit file, checked by the officer.

A worked example: one question from Kejetia market

Maame Serwaa sells fabric at Kejetia market in Kumasi and has a group loan with your community bank. At 8pm she sends a voice note in Twi: when is the next instalment, and can she pay with MTN MoMo?

Today it waits for her loan officer, who checks the core system from home.

With a sensible set-up, her balance never goes into an AI tool. The officer opens the staff assistant, which reads your repayment schedule template and payment instructions and drafts a reply in English with a short Twi version to check: her group's instalment day, the merchant MoMo number on her loan agreement, the branch line. The officer adds the amount from the core system and sends. Two minutes instead of ten, and the officer stays responsible.

Letting customers check balances on WhatsApp themselves needs a link to core banking, an IT and compliance review against the cyber directive, and probably a word with the Bank of Ghana. Our opportunity audit can plan that.

Our WhatsApp agent is in build

The JHC Sector Agent (enquiry edition) will answer on your own WhatsApp Business number, take enquiry details, book branch appointments and hand over to staff. It has no price or launch date and runs for nobody yet; for lenders it would not discuss credit. See also our Ghana property page and the Ghana overview.

Questions people ask

Does the Bank of Ghana allow microfinance companies to use AI?

Yes, with governance. The revised cyber directive includes AI governance, and a dedicated AI directive is being drafted. Keep records of what each tool does and who checks it.

Can customer data go into ChatGPT or Copilot?

Not account or loan data in a general tool. The cyber directive keeps sensitive financial data under local control, so we start with assistants on your manuals only.

Can AI approve or decline loans?

Not in anything we build. AI can prepare a summary for the credit committee; people make every credit decision.

Can it work in Twi, Ga or Ewe?

Simple Twi drafts are possible in some tools, but quality varies and other languages are weaker. We test with your own staff before anything goes to customers.

Can a UK company set this up for a Ghanaian community bank?

Yes, by video, in the AI tool you already use, with the set-up documented for IT and compliance and remote access recorded under Act 843.
